Over the Free Employee Limit

An org over the free employee limit cannot add or edit shifts

You can view the schedule, but adding or editing a shift redirects to the upgrade page instead of the general billing page — same restriction as a lapsed subscription, but a different landing page since the org needs to upgrade, not just reactivate.
